You can obtain the Rotten Winged Sword Insignia after successfully helping Millicent defeat her sisters. It will occur near the very end of her storyline, with the slain sisters now out of the picture. Only by taking down Amy, Mary, Maureen, and Polyanna will the new Talisman come your way after the familial battle.

Weighing in at about 1.4 lbs, the Rotten Winged Sword Insignia holds the power to raise your attack power with successive hits. The power is elevated through three attack tiers: 6%, 8%, and 13%.

Since Millicent is a vital quest-giving NPC, her questline is considerably lengthy, taking you to multiple spots across the Lands Between.
